If you have been using JUUL Virginia Tobacco or Menthol pods and you are looking at what else is out there, most search results will hand you a list of devices. That is the wrong place to start. The pod you are replacing is really two products in one, a liquid and a piece of hardware, and only one of them decides whether the switch sticks.
This guide separates them. It covers where JUUL actually stands after the FDA’s 2025 and 2026 marketing decisions, what tobacco and menthol pod users say they are trying to keep, which naturally extracted tobacco blend sits closest to each, and how to think about nicotine strength without pretending a printed percentage means the same thing in every device.
The short answer, if you are in a hurry
Choose the liquid first, by the flavor family you already use, then put it in the smallest refillable pod you can live with.
If you used Virginia Tobacco pods, start with Special Blend Tobacco and select Light Tobacco Flavor on the product page for the lighter, drier version, or Full Tobacco Flavor if you want more body. If mellow and slightly sweet describes you better than mild and dry, try Virginia Tobacco instead.
If you used Menthol pods, start with Special Blend Menthol, which is menthol over real tobacco rather than mint on its own.
Then treat nicotine strength as a separate decision, and use a small mouth-to-lung pod rather than a high-power device. The rest of this guide is the reasoning, and the parts most switch guides leave out.
Where JUUL stands in 2026
JUUL is still on the US market and its authorized lineup got wider in 2026, so leaving is a preference decision rather than a forced one.
Two FDA decisions matter here. On July 17, 2025 the FDA issued marketing granted orders for the JUUL device together with Virginia Tobacco and Menthol JUULpods in 3 percent and 5 percent nicotine. On August 28, 2026 it issued orders for the JUUL2 device with tobacco- and menthol-flavored pods at 18 mg/mL.
Two things are worth being precise about, because a lot of coverage is not.
First, a marketing granted order means the FDA has authorized a product to be sold in the United States after review. It is not an endorsement. In the FDA’s own words about these decisions, authorization “does not mean these tobacco products are safe, nor are they ‘FDA approved.’”
Second, authorization is not availability. Whether a particular device or pod is on a shelf near you depends on distribution and on your state’s own rules, which have been moving quickly. If you cannot find what you used, that is a supply question, not a sign the product no longer exists.
Why people look for a JUUL alternative
Four reasons come up again and again: running cost, the pods themselves, availability, and sweetness. Only the last one decides whether a replacement lasts.
Running cost is the loudest. A closed pod is a consumable, and at a pack-a-day equivalent the arithmetic gets uncomfortable. We worked the numbers separately, including what refilling costs by comparison, in the JUUL pods price breakdown, so this guide will not repeat them.
The pods are second. A closed pod cannot be topped up, gives you no say in how much liquid you get, and a disappointing one stays disappointing until it is empty.
Availability is third, and it is regional rather than national. A steady share of the searches that reach this site are people asking which shops in their state still carry a particular pod.
Sweetness is fourth, and it is the one that catches people out. Most tobacco-flavored e-liquid is a synthetic flavoring engineered to read as tobacco, usually with a sweetener sitting behind it. If what you actually want is the taste of leaf with nothing candied behind it, you are not looking for a different brand of the same thing. You are looking for a different category, which is the point of the next section.
Two decisions, and the liquid is the one that matters
Get the liquid right and an ordinary device is fine. Get the liquid wrong and no device rescues it.
Hardware sets the draw, the vapor and the battery life. The liquid sets whether you want to keep reaching for it next week. Most switch guides invert this, because devices are easier to photograph and review.
There is a second half to the liquid decision that almost nobody mentions: the draw you use it in. Naturally extracted tobacco reads thin and washed out in an airy, high-wattage setup, and comes together in a tight mouth-to-lung draw at low power. That tight draw is exactly what a JUUL trained you on. If you liked the way a pod pulled, you already know which side of the mouth-to-lung versus direct-to-lung choice you belong on, and that single fact prevents most disappointing first bottles.
If you used JUUL Menthol
Special Blend Menthol is menthol laid over real tobacco rather than mint on its own, which is the distinction most menthol pod users are actually chasing.
A menthol cigarette is not mint. It is tobacco with menthol through it, and the tobacco is still the base note. Most menthol e-liquid drops the tobacco entirely and gives you a sweetened mint, which is why so many menthol smokers describe replacements as tasting like chewing gum or toothpaste.
Special Blend Menthol keeps the base. It is cool, balanced menthol over naturally extracted tobacco, with no artificial flavors, no sweeteners and no synthetic nicotine, and all three e-liquid types are coil-friendly. Vaping360 voted it Best Menthol E-Liquid.
Nicotine strength, without false equivalence
Do not read the percentage off your old pod, find the matching number on a bottle, and expect the same experience. The number is the same measure; the delivery is not.
A pod marked 5 percent and a bottle marked 50 mg/mL describe the same nicotine concentration. What actually reaches you depends on the device, the coil resistance, how tight the airflow is, how hot it runs and how often you reach for it. A tight low-power pod and an airy high-power device filled with identical liquid are not the same product in use. Anyone who hands you a clean conversion chart is skipping that.
What we can tell you plainly is what exists. Special Blend Tobacco, Special Blend Menthol and Virginia Tobacco each come as 50VG/50PG and 70VG/30PG in 0, 3, 6, 12 and 18 mg/mL, and as salt nicotine in 20, 30 and 50 mg/mL. Salt nicotine in a small pod is the usual starting point for someone coming off a closed pod, because that is the format it was designed for.
If you want the underlying logic, how mg and percentage relate, and how to adjust once you have started, our nicotine strength guide covers it properly, including how freebase and salt strengths compare. Start on the conservative side and move up if you are reaching for it more often than you used to. That is a better signal than any chart.
What to put it in
A small refillable mouth-to-lung pod, not a cloud device.
You are looking for the shape of what you had: pocketable, simple, a tight draw, and a coil in the higher resistance range running at low power. That combination is what makes naturally extracted tobacco taste like tobacco instead of like nothing.
Our best refillable vapes guide picks these by switcher fit rather than by specs, and the full refillable pod systems range is there if you already know what you want. One honest note on refilling old pods: JUUL pods are sealed and were not built to be reopened, and a purpose-built refillable pod costs less than the workarounds people try. We would not recommend modifying a closed pod.
Coming off Vuse or NJOY instead
The reasoning is the same; the starting blend differs by what you were used to.
If you were using Vuse Menthol, the Vuse Menthol alternatives page covers what switchers there actually pick. If you were using NJOY ACE Classic Tobacco and cannot find it, we wrote up where NJOY ACE stands and what Classic Tobacco users can try next, which is a different situation from JUUL’s: those products are out of market with no confirmed return date.
What to expect in your first week
Naturally extracted tobacco tastes like leaf rather than like candy, and if your palate is used to sweetened liquid the first few days can read as quiet.
That is the single most common first impression, and it is usually a setup problem rather than a liquid problem. Four things fix it:
Start on a fresh coil and prime it. Tobacco extract is the first flavor to fade on a tired coil, so a coil that was fine on a sweet liquid can read as empty on this.
Turn the power down and close the airflow. Tight and cool, not airy and hot.
Give your palate a few days. Sucralose trains you to expect sweetness as flavor. When it is gone, the leaf underneath takes a little while to register.
Pick the coil-friendly blends first. Special Blend, Special Blend Menthol and the newest Virginia are the ones built with the extra distillation step.
Naturally extracted tobacco explains what the cold maceration process actually is, and what a vape can and cannot echo from a cigarette sets honest expectations about the parts of the experience no liquid reproduces.
Questions people are asking
Can you refill JUUL pods with bottled e-liquid?
JUUL pods are sealed, single-use cartridges and were not designed to be reopened or topped up. We do not recommend modifying them. A purpose-built refillable pod is designed to be opened, has a replaceable coil, and works out cheaper than the workarounds.
Is JUUL still available in 2026?
Yes, as a product line. The FDA issued marketing granted orders for the JUUL device with Virginia Tobacco and Menthol pods on July 17, 2025, and for the JUUL2 device with tobacco- and menthol-flavored pods on August 28, 2026. Whether a specific device or pod is stocked near you is a distribution and state-rules question, and it varies.
What is JUUL2, and is it different from a JUUL?
JUUL2 is a separate, newer device with its own pods, authorized for marketing by the FDA on August 28, 2026 at 18 mg/mL in tobacco and menthol. It is not the same product as the original JUUL, and its pods are not interchangeable with the original device.
Which nicotine strength should I start on?
Treat whatever you choose as a starting point rather than a conversion. Salt nicotine at 20, 30 or 50 mg/mL in a small pod is the usual entry point for someone coming off a closed pod; freebase runs 3 to 18 mg/mL and suits slightly larger devices.
